The series is arranged in three sub-series. The first consists primarily of letters addressed to Harry McPherson from people outside of the White House along with carbon copies of McPherson’s responses. The second sub-series consist primarily of correspondence and interoffice memorandums between McPherson and Lady Bird Johnson, Vice President Hubert Humphrey, Civil Service Commissioner John Macy, and White House aides including Joe Califano, Douglass Cater, James R. Jones, Larry Temple, W. Marvin Watson, and DeVier Pierson. The third sub-series consists of McPherson’s memorandums addressed to the President. The series covers a broad range of topics, including the filling of positions in the Executive Branch, White House staff press contacts, Presidential pardons, drafting of Presidential speeches and messages, efforts to address poverty in the United States, civil rights, education policy, highway beautification, tariffs, trade, crime, the District of Columbia, family planning, legislation supported by the Johnson administration, staff meetings on legislation, Vietnam, Vietnam veterans, selective service, and Civil Aeronautics Board matters.
